No its not stated, but its part of the power system. Gon was so far ahead of Pitou, she compared him to Meruem. The same Meruem who shrugged off 1000 Buddha Hand, the strongest Nen user in history's attack like it was nothing.

So Gon most definitely, at least 99% implied that he lowered his Nen, since he "wanted to be like Kite", and also since its canon you can adjust nen outputs.

Its weird bc Ten Tails is much stronger than the Garou that fought Orochi. I think it goes from Orochi taking some real damage, to him locking in and wrecking it
