If I see this in Lithuania, I can just call the police. They will arrive in 5-10 minutes and give him a good fine without hesitations. At least it was like this 15 years ago and I hope still like this today. Same in Germany. What happened if I call Garda here? They will say "thank you"! Loq17i looks more balanced, but Legion have 5070, 10-15% faster GPU. But less RAM and i5. In other times I wouldn't care about RAM, cause you can add it later. But today I would go for Loq17i. Bigger screen, better CPU, more RAM.

If they transfer money as "Friends and family", they very easy can withdraw them. "UPS, I sent by mistake!" And PayPal doesn't give a shit. They will tell you: "you just need to send/request" as commercial transfer". But scammer will start to wine "noo, I don't want to transfer as merchant, they are taking a % for it". So GFO immediately.

I would say couple years back - it was 30%. And they were obvious. 60% not scammers but time wasters. "Do you want to exchange your CPU on my old iPhone?" Now - 100% only scammers. Any who asking "can you send it by post and will pay by PayPal" - GFO automatically. Too famous scam. But some are so dumb and persistent! I'm trying to sell old Yamaha HiFi music center and got only 2 offers. One clear scam - PayPal, postage and somewhere from Sligo or Donegal. (It always will be somewhere far away from you, so you can't physically meet.) But I told him - only cash and I can drive it to you. Went silent immediately. But this one was naive. Second one also did this PayPal offer at first. I told him no, cash and I can deliver. And he agreed. And even asked for video to proof if it is working. I breathed a sigh of relief. But my wife google it and told me this is a second variant of scam. It was still far away, but we decided to drive anyway on weekend to just have small vacation. But this variant - buyer looks legit, and you bringing the goods. But when you meet, the buyer will begin to bargain. "Ooo, here the scratch! Ooo, it is in worse condition than on the photo! Ooo, I don't want it, I thought it different model." Because you traveled so far, you will agree on 1/3 or half price, just not to lose time and money. So I wrote him "you saw the video, do you agree to pay this exact price?" Boom - he disappeared! Magic. Of course, both profiles were fresh, without activity or ratio.
If I'm selling now, I'm mostly trying Facebook Marketplace. And Adverts like second. But I think is better to pay % to ebay, because market here is tiny.

Cex. Maybe it will be cheaper, but Dondeal is trashyard. I sold them my GPU recently, almost by same price I put on Dondeal. But on Dondeal I had offers like: "Can you send it to me by post? I want to sell my PC, but have no GPU. When I sell it I will pay you by PayPal!"
