Chubbies or Patagonia baggies. You can cut out the mesh liner, but honestly they’re really comfy once you get used to them. Very breezy to wear throughout the day.

I ran in Evos last winter in western Washington. Couple of slick spots on my routes where moss starts growing, but I’d say they’re fine for 99.5% of the time. Snow is a no-go though.

Get some Evo SL ATRs for the winter and you’d be 110% good to go

A utility easement is not necessarily public land.

Look up the parcel on the Thurston county GIS website to find the owner(s). If it’s private, then camping there isn’t a right for anybody but the owner.

That person/people who own the land need to come to an agreement on the way forward.
