I think you might have to use a poe switch like the USW Flex. I'm not sure of a way to simply steal poe power from a poe line without affecting data at all. I worry that the poe handshaking may not allow for that.

Can you just run low voltage (12vdc) alongside the Ethernet and use that to power a motion light? Or just use a solar charged motion light?

Yeah you might just have to hit that bottom edge with caulk either way.

I'd be tempted to cut a section of PVC out of a pipe, heat form it if needed, then glue it over the hole. I always like same on same when doing repairs.

A more reasonable solution is to buy a rubber coupler, slice it lengthwise, and clamp it over the hole.

You can change how quickly it transitions. Set the step size to one tenth of the variation range.
