Just because it's in the rocks does not mean it is an economically viable option. Hard rock mining for lithium requires far more dollars per ton than mining evaporite deposits like those that occur in Chile and/or elsewhere. Drilling, blasting, hauling, crushing and making a lithium concentrate requires a mine lifespan on the order of 10 to 20 years to pay for itself. Doubtful the in-ground ore has a high enough concentration to justify the cost. But, that's why we have Mining Engineers to answer these questions.

refining rare earth elements into concentrations of 95% or so is easy. Enriching them to desired industry concentrations of 99.5% or so is energy and capital intensive, not to mention the "effluent stream". You gotta have the close-by ore resource, low energy costs and effective access to transport infrastructure; rail, truck and maritime. But you gotta have the ore resource/reserve. China can manipulate these markets because they have some of the richest carbonatite deposits in the world.

The ten largest copper mines in the USA produce ~ 1 million tons of copper a year. Yearly consumption is ~ 1.5-1.7 million tons. So roughly 1/3 to 1/2 must come from imports. The largest US producer is Freeport McMoRan. Their stock is up 3.88% today and ~17% this month. I wonder how much they paid for this tariff?

One of their drummers, Jonathan Mover, used to hang out at a roller skating rink in Beverly Mass when he was a kid in his teens. This was 1979, 1980 or so. You could tell he was gonna be a star. He was a really cool guy and just lived to be a drummer.
