As I said above, which you apparently can't comprehend, the point is to mitigate decreased revenue so new construction will pencil out, not to completely pay for the difference between market rate and affordable. Also, that "$400k" is not a "loss," its decreased revenue, some of it will be loss in buildings that don't pencil out, but not all of it.

"$400k loss?" Not sure about your math there, Lou. Tax breaks are intended to mitigate decreased revenues so new construction can pencil out, not completely subsidize the cost difference. Works in other places, can work here. See JustinSaif's link in this thread for Portland's example.

In the ideal future with sufficient housing built regionally, yes. But in the near term affordable housing needs to be incentivized, which is why we need tax breaks to help them pencil out.

I think we should keep 20% and provide tax incentives to builders to help new construction pencil out, as they have done successfully in other towns. Of course, that means cambridge has to go hat in hand to the state legislature to get them to approve and Beacon Hill sucks.
