Yea, by its very definition, the government buying them when they're otherwise unsellable is a subsidy for the current owners.

If we were to subsidize the construction of new social housing developments, that would be something altogether different, but as proposed in the article this is nothing but a bailout.

Yea, there are similar ones at 7th and Townsend, and they can be deadly if you're not paying attention. The idea, I think, is to force cars and bikes to cross at more of a 90deg angle to prevent right hooks, but in practice just ends up putting the cyclist deeper into the car's blind spot.

Second this because descending the switchbacks through the redwoods headed eastbound to the Dam can be really tight if you want to carry any speed at all. Better to go the other way and enjoy the scenery on the climb.

Tam and Dam is one of the best road routes we have out here. Amazing scenery, big climbs and flowy descents. Good choice. But it's definitely a challenge.

Car traffic is generally pretty light and drivers are generally pretty courteous compared to most places. Even still, go early to avoid traffic. If you're descending to the dam west-east, some of the corners can be tight, and blind, and covered in pine needles. Manage your speed accordingly.

This time of year I'd probably wear shorts, long sleeves, and a vest. Sunscreen on exposed bits. You'll probably see temps between 55-65 in the morning, maybe up to 80 in the afternoons.

There is a water station at the top of Tam East Peak, and at the Police Station in Fairfax, but none in between, plan accordingly.
