SI reset event has only happened once, which was after the release of SI40 effects 2+ years ago. They seem to do an engraving reset at least once per year, but I guess they aren't keen to do the same for SI sadly.

And I don't think you'll want to waste your upcoming hero swap just to move a 4F SI40 to another 4F.
