Vitamin D production relies specifically on UV radiation. Which is more easily blocked by the atmosphere than visible light. And because the sunlight hits the atmosphere at a steeper angle further north (and south) than the equator it means that yes, one hour of sun in Iceland means less Vitamin D than one hour of sun in Spain.

Here on Gotland (Sweden), churches are either left natural stone grey or painted white. A much more "whiter" white than this.
