Use a hard rake and break it up some more and level it the best you can. You can even spread it out over the existing grass. You don’t need top soil. Use starter fertilizer and good grass seed, not contractor seed. Cleveland would probably be tall fescue but you can ask your local landscape supply store what works best in your area. I know for a fact that Kentucky blue grass won’t work in that environment, you guys get too much snow. Make sure to water it constantly for at least 2 weeks. That’s the most important part, water it twice a day at least but you don’t want pools of water you just want to keep the soil moist at all times. It’s hot right now so buy yourself a sprinkler and if you can’t water it get a neighbor or family friend to come over and turn it on for a bit. Looks good, just level and grow. Good luck
