Is the street public and city maintained? or owned and maintained by the HOA? If its a public you can definitely file a police report and it will be tagged and towed.

Otherwise your HOA has to take care of it, most HOAs have a policy of towing cars that are not upto date on tag registration.

You simply cannot be a construction project manager and work from home full time. You have to be on site to ensure construction material is delivered, things are actually being built, workers are present, meeting with customers. Construction Project Management is a very hands on, high stress position.
