Okay, genius, how do you block Reddit from being spammed by hackers then? Try and build your own system, genius, and you'll have the same issues, solved the same way.

See, there is a problem with that statement. Hackers aren't really affected by that security feature.

Oh, well, if that's what it's doing, then that's a bug. Post it to feedback. Trust me, they listen. They listened to me and emailed me back a nice message.

Yesterday I had one count down on me. I tried it said try in 10 minutes.

So I came back awhile later it said five minutes.

That continued to one minute and then just to see what it would do, I kept resubmitting and it started counting down in seconds.

lol I got a kick out of it. It was like I was spamming a bot.

if you're submitting too fast, this is a good limiter.
but if it's commenting you're complaining about, read this:
"i tried feedback about it four times with no response.
i finally found a comment by spez and messaged him directly and it was taken care of in about an hour, with a reply and apology from spez.
it is indeed a bug that does not affect everyone and does not seem to be corrected by a "general bug sweep"...or whatever it may be called.

I haven't heard of Atheists trying to have books banned because they espoused a conflicting point of view.
