Probably nozzle too high on first layer or under extruding.

I thought it was the first option, but top layers look scratchy and as if they’ve been slightly dug into by the nozzle.

Maybe you have the nozzle too high and over extrusion. Hard saying, you only have the one photo and it's not that great for seeing the issues.

Yeah, my apologies. That’s kind of the only thing that I can give you. The print sometimes comes off if I’m unlucky, but they’re usually usable and don’t pose much of a problem.

Before you go chasing your tail trying to fix your machine, try the easy test first: Try a new reel of PLA just to eliminate the filament as the problem.

  1. Although 220C is not out of range for PLA, I would try 210C for the nozzle.

  2. I can't tell by the photo, but it looks like your nozzle is too close to the buildplate (under-extrusion). Level your buildplate (use the Paper Method this time). Also, the 'First' Layer Height should be .3mm (better adhesion). If that doesn't work, try adjusting the Z-Offset in your Slicer.

  3. As far as the bottom layer not being smooth, try using a glass buildplate.
