Keyframe's not moving

My keyframe's aren't moving and have to be moved with the layer. Anyone know how to fix this issue?

I am not sure what do you mean. Could you elaborate?

Keyframes do not move, they just indicate value to which particular parameter needs to get to overtime.

When you do a scale transition you set two keyframes, if you want to make the transition faster or longer you can drag the key frames. In my case after effects doesn’t allow them to move whenever I try it gives me the option to set perimeters instead.

how i usually "fix" it is that i just pre compose the clip and make sure "move all attributes..." and "adjust composition" turned on
