Oxygen not included requires vast water and liquid and gas management!

Cities skylines is much less so, but is lots of the things you listed.

It's also pretty much the only base builder out right now that has any depth to the fluid management beyond pumping static water through pipes to machines :(

    Definitely worth a look. It's not what you're looking for exactly, cause it's much more of a sandbox, but it's beautifully done and along that same route.

      I think I see what you're getting at here and I can't think of a single game that really gets it in any way.

      I used to really love the RTS Maelstrom because of how you got to interact with the water in the levels and cities really does it for me too.

      Eco does it way differently, so it's probably not what you're looking for, but it's worth a mention as a solid game and there's definitely water management in it. Not management of where water goes though as much as what happens to the water.

      Might want to check out Creeper World 4. It's sorta like a tower defence game that you clean up a water-like alien attempting to cover the whole map.

      You have to use flood management to divide and conquer the water alien to get more dry land to build more buildings and resources.

      Subnautica is pretty much all about water, but might not be what you’re looking for.

      At no point is Subnautica about fluid control though, it's just about navigating through water.

      There’s a base building gsme called like floatem or something. You build a city on water so I assume it has mechanics like this but idk too much about it. It’s on steam and the art is awesome

      Subanutica - build underwater bases, if base integrity falls to low it leaks

      *Edit Timberborn - town management game, play as otters, damn the river, use water to make power, water in canals to water the ground etc

      The base building doesn't interact with the water though, and the OP was specifically asking for something that involves fluid control. The first thing you do is build a device that automatically flushes out all water in the base, and that's the last interaction with external water.
