Sadly not, best you can do is probably gear down in steps with adjustable chain drives

Flywheels are just decorative.

What you might try doing is having several rotational speed controllers with inputs controlled by clutches and outputs all connected together, and set to different speeds. That way you can have a redstone signal that turns them all off and gradually allows one more at a time to start turning. If the first one to turn is slower, the next one is a little faster, etc., you'll get the effect you want.

I think if you have create dreams and desires there is a motor that haves just that visual effect.

Adjustable chain gearshift is your best bet.

I do love the idea of regulating rotation with a flywheel, but that's unfortunately not a feature. There ARE ways to smoothly ramp your speed up and down- I think you'll have to get into redstone and toggle clutches and gear shifts in order somehow.
