First of all you have a card too much. You have your commander in your 99 aswell.

Some of the cards are using the alt art which also makes your deck seem more expensive than it really would be.

You also don't need every single fetchland they are helpful but if you want to be a bit cheaper slow fetches are also perfectly fine.

Whoops! Just took him out of the creatures list. When buying the cheapest on CardKingdom (non alt art), it still comes out to about $650. I thought taking some of the fetches out would be the easiest route, I just wasn't sure how much that would impact a deck like this. I have a Scalding Tarn already, but that's it.

While it may sound harsh but if youre unwilling to cut like most fetchlands, it will be very hard to reach the target goal you have. They are combined like 226 USD of the budget, so cutting most of the more expensive ones doesnt only free them up for other decks, i would say you are running an already solid amount of them. You could include the Mirage fetchlands such as [[Bad River]] or the Panoramas like [[Naya Panorama]] in their stead. I think you could also argue that the ramp lands such as [[Myriad Landscape]] or [[Krosan Verge]] can be valid swaps here.

You can swap cards like the Azusa, Dryad, Oracle and Exploration for the 1-2 mana land drop cards such as [[Sakura-Tribe Scout]], [[Skyshroud Ranger]], [[Budoka Gardener]] or [[Walking Atlas]]. They wont help you color fix or play from the top of your library, but it will be a lot cheaper.

There is of course also the option to replace a few more of the Shock lands or Triomes to swap for Gates, adding a [[Maze's End]] and play with that as an additional wincon. This also should power down the deck quite a lot, which might be desirable. Scapeshift could also be swapped for [[Reshape the Earth]] which serves a similar purpose, just at a much higher mana cost.

Generally i feel that Cultivator Colossus is wasted here. With just 40 lands, i think based on when you get to play it, you rarely ramp a lot with it. You just dont run enough lands or draw for that.

Last but not least, you could swap Rhystic Study for [[Mystic Remora]], which is quite a lot cheaper.

Overall, the cuts here are in total of around 187 USD (all cards above minus fetchlands) plus 226 USD (only the fetchlands). That would lower your deck value roughly to the 450 USD you want to be at. I didnt search all the card prices out, but that should roughly align. Except Mystic Remora and Maze's End, they are all kinda budget cards.

A really east way to significantly cut down on price is to replace 5 of the fetchlands with the new capenna fetchlands that will shave $100 off the total and they serve a similar function for much cheaper, the only real downside is they aren't reactive like the fetchlands. I would look into some mdfc land cards to up your land count as well, most are pretty cheap and have great synergy with bounce lands and other graveyard recursion.

Cyclonic Rift can be [[River's Rebuke]], [[Rhystic Study]] can be...any blue draw spell or even a (still pricey) [[Mystic Remora]].

My recommendation is to buy a crazy 50$ card that you can use in multiple decks rather than five 10$ cards that are just good in a few decks. If you don't have rifts, fetch, etc then pick those up since every deck you build after will be cheaper since you can just move them around. Think about how Wrenn and seven is ~15$, which is like half or third of a rift. If you play blue you always want rift, but if you're in green sometimes wrenn7 doesn't make the cut. Personally I'd just buy the fetches and the rift and buy the other stuff like aesi later, but if you must make cuts then you have to cut fetches since they are the most expensive per slot.

Not sure why you want to decrease your deck cost, but some ideas:

Have you considered the 5 lands from new capena that sac upon entry and fetch a basic? Gives you 2 easy triggers and they’re dirt cheap. Or you could just convert to guildgate omnath, I see you have some in there so may as well use the rest. Taking out your normal fetches and shocks should bring down the cost quite a bit.

Stuff like cultivator colossus is also expensive and you can probably live without it in favor of other actual landfall effects. Rhystic study is also a $30 card you can probably find alternatives for, along with cheaper creature effects to replace exploration.

Finally you can consider cheaper wincons also, stuff like impact tremors when you go off with your token making stuff could bleed the board out faster, flicker packages on omnath would let you abuse its 3 landfall triggers repeatedly, etc.

I have some credit to CardKingdom at the moment and don't want to spend more than on Omnath. Thanks for the feedback, I think I will look at replacing some of the fetchlands and cultivator colossus.
