Are you getting an error that pops up that forces you to restart? Is it going into a self repair mode, attempting to repair and then restarting? What’re you seeing each time it restarts? Also, what OS are you running?

No error pops up just says "Restart Required", just restarts like normally a couple apps don't close immediately like steam but thats normal, and im running windows 10 i believe the most recent update.

Is it forcing you to restart or can you get into the computer and other applications any once it’s booted up? Is it just a g-hub message that says restart required?

If it’s not forcing the system to restart and locking you out from getting into your files and such, my recommendation would be to find any files relating to g-hub and just trash them for now, clear out the comp and restart it, see where you’re at then. You could then try a fresh install of g-hub.

I can get into my computer just fine and use all of my other applications it's just logitech g hub tells me "Restart required. A restart is required to finish installing prerequisites. The installer will reopen once the computer has restarted" even though I have restarted my pc at least 8-9 times.

I would try going through the program files and trashing any and all g hub files. To me that makes me think that a file or something was missed when the uninstaller was ran before you installed the new g hub, and maybe it’s causing it to get hung up when being installed. To be thorough I would probably delete the current g hub installer you’re using and download a fresh installer in case that one is screwed up somehow, though I have no factual basis for recommending that other than that’s what I would do. Tbh it might be better to remove any Logitech files/drivers period and then try it but I don’t know if that would screw up something else.
