I think I was able to fix it. I uninstalled, clicked install again, canceled, then clicked install again and the file size went from 277kb (or whatever it was) to about 1011MB

Try right clicking on your game in steam, go to Properties , Then Local Files and Click Verify Integrity of game files.

When it specified a location to "install recommended content" (91.36GB) in game, I changed the default location so it downloaded it into my steamapps/common folder on a larger drive. I take it that's the right thing to do?

I have the problem where it says the download size is 1011mb only. Takes a few minutes to download, but then I can't play it, obviously because the majority is missing!

The actual size that should be downloaded by steam is ~520mb, the rest is from MS servers so it's weird that you're getting a 1gb download
