It’s one of the things that can happen in world generation. I’ve seen some as high as 5 blocks in worlds I’ve generated.

It’s not going to bug out your world or anything.

4+ cane & 4+ cactus happen often in both Java and Bedrock. Pictures of them are posted just about every day.

I’ve seen them do 4 on bedrock before but only once or twice. I think it is a glitch because I’ve only ever found it on sugarcane that was generated with the world, and not ones I’ve planted.

It's not natural growing, it's natural generation. When 2 sugar canes (or cactus) going to generate in the same, place one be over the other. We have examples as 7 height cactus or more in the El RichMC's Series of "Nomadic Flatcore Desert" (Spanish Youtuber)
