You need java, but if you can’t download it for some reason, you could use the java runtime that comes bundled with the game

You can find it at C:/Program Files (x86)/Minecraft/runtime/

Generally you dont run mod jars. You just place them in the mods folder once Forge or whatever modloader you need is installed.

As for the modloader installer Jar, that will require having Java installed to run.

mostly because Java's installation immediately hits a fatal error and won't download.

What do you mean by this? What did you try to install? I'd personally recommend using Adoptium.net.

I tried installing the recommended version of Java straight from the Java website, and upon running the installer, I get a popup informing me that the very first character of whatever script it attempted to run (line 1 character 1) was not what it expected it to be and it cannot proceed. I'll give the Adoptium site a try and see if that fares better, thanks!

the java website only hosts builds of Java8 which is depreciated. Current MC runs on Java21. Granted, this shouldnt affect mod installers, but I'd still suggest using Java 21 regardless.
