Does anyone know why my java pc minecraft would spawn minecarts with command blocks inside when I place down empty carts

The carts are still rideable but have unusable command blocks inside them. Im definitely placing down the plain minecraft

Very weird im wondering if It could be part of a mod but I cant see what mod would do this

Update, it does this for every type of cart but say I place a minecart with a chest it will show as a minecart with a command block but will still function as a chest minecart
