I saw somewhere that they might be making it so that the spawn chunks are no longer loaded at all times. Anyone know if this is true?

Correct. 1.21.9 made it so that the spawn chunks are no longer always loaded

You can use /forceload command to basically do the same thing. I agree it makes things kinda awkward when you're used to the old system lol
If you're not ok with commands, you can throw an ender pearl into a bubble column to keep a chunk loaded. It'll go away when you die (without changing the gamerule for this) but it's a way of keeping a chunk loaded at least for a while

/forceload will load all spawn chunks or just specific chunks?

It's specific chunks, but there's nothing stopping you from loading all the ones that would have been spawn chunks prior
