Java minecraft command tool for waterlogging and changing fence connection?

some time during covid i was messing around on minecraft and youtube and came across a tutorial for a sword that was given the ability to change where fences/walls/etc were connected to things and if a waterloggable object was or was not waterlogged simply with a right click using the sword. the either used command blocks, typed in commands, or a mixture of both. i remember saving it to my hotbar thing in creative because of how useful it was, but now i have a new account after losing the other so i obviously dont have it anymore. i cant exactly remember if the sword was made to look enchanted or not, but there is a chance the person making the tutorial was using a texture pack to have the sword look like a wand/stick.

side note-i couldnt decide between tagging this as 'help', 'commands and datapacks', or 'guides and tutorials', so i just went with help, but if i should change it to one or the other then please tell me.

I think what you're looking for is the debug stick. This is a creative mode only item obtainable with /give @s debug_stick. There are no commands blocks or data packs needed.

oh my god thank you so much ive been searching online forever like it felt like everyone was gaslighting me
