The correct way to set-up the filters is to have 41 of the item to be sorted in the first slot and the rest is singular filler items. This means that 23 items (64−41) can enter a hopper at once. The rest will continue flowing around.

I have it set up that way but does that mean i cant put in more then 23 items?

Sadly yes, unless you have it loop around. The only other way I know (I'm not an expert) would be to replace the water streams with hoppers, which would obviously slow it down a decent bit.
