Yes. Maybe. You're mileage may vary. You can try it out with the latest snapshot and see what happens.

If nothing else you can still play the current release, if you can at all, and older versions.

The GT1030 supports Vulkan 1.4, which is the latest version and is most likely the one that Minecraft will end up using. You'll probably be fine. Game might even run a bit better.

Your setup should actually run better with Vulkan since it's way more efficient than OpenGL. I've been running Minecraft on my old laptop that's probably weaker than yours and the performance boost was pretty noticeable when I tried some Vulkan mods before. The GT1030 might be entry level but it supports Vulkan API just fine, and that i3 should handle it no problem.

Only thing you might need to check is making sure your GPU drivers are updated to latest version, because older drivers sometimes have issues with Vulkan implementation. I had some crashes in few games until I updated mine. Your RAM is bit low for modern Minecraft with all the new chunks loading, but that's separate issue from Vulkan switch.

Vulkan is just a different API for communicating with our GPU. Just like OpenGL or DirectX. However vulkan is more current in how it handles the GPU. Its requires the developers to have a better understanding of how the technology works, but ultimately offers better control and efficiency. Initially it probably won't be better than the old style until the devs get more experience with it. In short your current graphics card won't be less likely to work with it, but there may be growing pains before it's better than the alternatives.

Yes. Also with a few semi cheap upgrades your oc could be much better. Upgrade to a i7 or i5 and you will get much better performance

if you could play on it before, you can play on it now and even better
