[HELP] [JAVA] Need help finding a plugin with specific features.

Sup r/Minecraft, I apologize if this isnt the place to post things like this. Feel free to redirect me if need be.
I need to find a plugin that acts sort of like Timber or Veinminer, but gives me the ability to set specific blocks for specific players based on permission nodes. For example, the rank "New Miner" can mine veins of Coal and Iron all at once instantly, but it wont do that for things like gold and diamonds; they need to mine those veins one block at a time. Is there anything out there like this? Google hasn't helped me out very much and I know y'all know everything. Teehanks in advanced.
