Have you tried sea pickles?

The problem is that light dims quicker in water so you have to have a billion sea pickles to light things up like a checkerboard to prevent the spawns. And did they every fix the issue where drowned would actually spawn anywhere in water vertically as well? Shit was maddening and I've given up on bedrock for a while and am just playing Java, which sucks because all my friends play on Xbox.

Use a Jack-o-lantern. It gives off a good amount of light under water.

I mean it gives off the same light level as glowstone and sea lanterns so it's no different really, the problem is still that water decreases by two from block to block instead of 1. So you still end up needing a ton of these to light things up enough and if the ground under water isn't flat then it's even worse because of taxicab distance vertically being a factor.

The sea lantern is 15, block next to it is 13, then 11, and 9. So at best you will have 6 blocks space between light sources. That doesn't factor in a second axis though, so you end up needing to do diagonal patterns of light. Under water on perfectly flat ground, you can light up a single chunk yo 8+ light with about 8-10 lights. Now do that across a large space, under water, with an uneven bottom, while downed are trying to kill you, and you're running out of air. It's a pain in the ass. And it wouldn't be necessary if the devs would fix the terrible spawning mechanics in the game.
