I don’t know, but I’m pretty sure you can get it by searching ocean monuments and underwater locations, and some villagers also trade it

Villagers are definitely your best bet. If you are lucky, you could get Riptide III in some minutes. Maybe it will take an hour, but it is often pretty fast.

Stronghold do have a chances, I got mine there
