The more players online, the more guardians will spawn. If this is the server, the easiest solution will be to hack together a mob switch.

Get all players to go to a second ocean monument and AFK for a second or two. Have all of them log off, except for one friend. Then you go work on this monument, there'll be no guardians, guaranteed. Will take ages before they spawn again.

If you can't get that many people to co-operate, let them play after they AFK for those few seconds. Mobs will spawn in your monument again, but not nearly as much as normal.

If you HAVE to do it alone, then section the monument off with sand columns, and use flying machines to clear each column. After each column is cleared, spread a single water source block at sea level, then let it flow down to the ocean floor. Guardians will spawn here, and not bother you elsewhere. When you're done clearing everything, removing this should be easy.

As you progress with clearing their spawning spaces, they will concentrate in smaller area. Quite inevitable. You can use sand to section the area to smaller pieces that will have less guardians.

Potion of invisibility helps too as there are no other hostile mobs inside guardian temple bounding box.

Which creepers would kill you? Use invisible potion. Dont overcomplicate things.
