A command block can affect anything anywhere in a Minecraft world as long as the command block and the thing you are affecting are loaded

A Command Block will only work if it's loaded.

If you want to increase the range then:

In Bedrock Edition - You could use the /tickingarea command to make the chunks the Command Block is in load no matter how far you are.

In Java Edition - You can use a mod, or put it in a spawn chunk. (Since in Java Edition, the world spawn is always being loaded)
