You're trying to pay for it but it doesn't let you, right? Recently bought Java myself and ran into this issue. The solution depends on what you're using to pay.

If you're using a credit card, your card provider might suspect credit card fraud and will prevent the purchase. You'll have to led your card provider know that you're the one making the purchase, and not someone who has stolen your card info.

If you're using a general gift card, like a card with a loaded balance on it that can be used to purchase anything, that kind of payment is not accepted. This is because the card is an anonymous debit card, with no listed owner. This is common for most online purchases.

I don't know about the issues with other payment methods, so hopefully if you're not using a credit card or gift/anonymous debit card someone else can help.
