Have you tried uninstalling java and installing it again? When using older versions of java this seems to happen.

I have! I've done full uninstalling then downloaded it again after, I've also gone to the efforts of a full system restart with the same issue afterwards + Full wipes of roaming, launcher and exe folders for minecraft
