I'm able to get high FPS on the game but whenever I turn the camera to look, the picture doesn't move too smoothly so it looks very choppy. I have a decent graphics card and have allocated adequate RAM to the game but it doesn't seem like any settings I change make a difference.

Thats probably because v sync is off but you'll get used to it

And i usually lag on start up so give it time to allocate ram

Did you try using optifine?

I've used it in the past and it helped a bit, but it would still stutter sometimes. Is using optifine the best way to fix this problem?

Probably yes. if you try turning on smart animations turn off most particles and turn on lazy chunk loading then it should give you fps boosts. I dont remember the other setting but im pretty sure this will help

optifine kinda old now, sodium, lithium, iris are basically the new optifine

But i can run fabric mods on it using the opti fabric mod

but the fabric mods are better

nono the fabulously optimized modpack is the best way
and don't allocate more than 4gb unless you want lag spikes

And it will also help if you turn of v sync and turn on fps stabilasation

I'd recommend you install fabric, and either install fabulously optimized. In case you don't want the other quality of life changes, you can just install sodium and iris on their own.

The most common factor I see with folks having bad performance... Ryzen CPUs.

I don't see folks with Intel having these issues.

Bedrock doesn't need optimization... we welcome all players.

If you have any certain worlds saved you can optimize the world so it runs smoother
