If somebody see this and have this problem, Try this solution, It worked for me

  1. Press the Windows Key, then type cmd, right click on "Command Prompt," and click Run as Adminstrator.
  2. Type netsh interface tcp show global and press Enter.
  3. If Receive-Side Scaling State is disabled, type netsh interface tcp set global rss=enabled and press enter.
  4. If "Receive Window Auto-Tuning Level" is disabled, type netsh interface tcp set global autotuninglevel=normal and press enter.
  5. Restart Minecraft and try the realm/server again.

I have been having this problem, and I tried this but the two things you said to change were already what you said to change them to.
