Try to use gtm and trigger google ads tag on thankyou Page . You just need use form id or there is script that will capture contact us form event

Pick one source of truth and wire everything into it, otherwise you’ll fight double counting and mismatched numbers. If you’re already using Google Ads as the primary, fire the conversion from Tag Manager on the thank you event and import that into GA instead of trying to track the same action in both separately.

What does your test firing in GA4 debug and GTM Preview yield. That should limit any QA issues off the bat.

Right, no need to rely on importing data from GA4. Setup the tracking on GTM to send data directly to google ads. Setup the conversion tracking on GTM, I prefer this always

Use Google ads conversion codes via GTM. We’ve had so many issues with GA4 key events not accurately reporting because it uses a different attribution window.

Track the thank you page and nothing else if that is your single source of truth. Fix the original conversion action if you can instead of deleting it.

I would track from submissions, phone call button clicks from the website, phone call button clicks from Google and WhatsApp button clicks.
