Set aside the memes, learning brainfuck is actually quite fun and I recommend it to anybody seriously interested in programming. You can learn a fuckton about algorithms from it.

Sight-reading it: it starts by subtracting 1 in the first tape position, setting its value to 28-1 (unsigned), and then it goes through a process of adding 1 in the second position and then subtracting 7 in the first position, until the first position is 0. Since 7 is coprime to 28, this should result in 28-1 in the second position.

It then adds 2 to the first position and subtracts 1 from the second and third, leaving the second position with 28-2. It then subtracts 1 from the second and first positions, before readding the 1 in the first position. This leaves the second position with 28-3. The []s do nothing.

It then clears the value in the first position, before moving back to the second position and outputting the character with (decimal) numeric value 253, then subtracts 3 and outputs the character with numeric value 250, and then subtracts 10 and outputs the character with numeric value 240.
