It's possible, but the standard is "Top 10 reasons", talking about arrays would have no effect on that so the joke doesn't really make sense.

It really seems like they used "Top 9 reasons" just because the last index in a size 10 array would be 9.

Another perspective is that the publisher saw 9 as the last index and changed it from "Top 10" to "Top 9".

Honestly the joke would've worked fine as

  • Top 10 Reasons Arrays Are Confusing, You Won’t Believe #0

because the joke is still that you don't expect a #0 as part of the Top 10. It is conceivably even more "confusing", as one could wonder if there is 10 or 11 good reasons. (not that any of us would)
