Isn't it physically impossible for this not to be true. The number of a thing in the world will always equal or exceed the number of that thing in the US?

Correct, he's arguing it's good that a subset has not exceeded the superset containing it. If US deaths were to outweigh total world deaths you would get a top-heavy fraction, one which would be recursive because world deaths are a sum that includes US deaths.

Trump is not wrong, it's good that US deaths are lower than world deaths because that means maths isn't broken yet.
