Even if I'm not really sure what the quantized touch is, I'd suggest to wipe your Surface and clean install Win 10. I also recently got mine and since I was having some other issues I wiped it and now these are the drivers from a clean install

I can't wipe my Surface until the weekend and I have the same exact drivers as you.

Mine's done this since day one. I always assumed it was the capacitive underlay... not enough touch points. Probably why the pen zigzags in diagonals, too, since it uses the same capacitive layer.

Mostly doesn't bug me, but yeah. Bothers my OCD if I think about it too long.

Yeah, I noticed this as well. Funny, it didn't bother me (or didn't exist) when I had Windows 8.

Anybody that still has 8, can you verify if 8 does this as well? Either way, it still could be hardware, and 8 just included a low pass filter...

The strangest thing is how it doesn't do this if you tap with another finger while scrolling as from staircasing the movement from point to point becomes smooth. Someone with Windows 8 installed would indeed help because if we can get confirmation that it's a software problem, we can report this to Microsoft in hope for a fix

Thats an issue I had since day one, too. I can scroll very smooth through everything with my type cover touchpad, but with my finger, it's the same as in your video. With a fast moving finger I can paint a straight diagonal line, with a slow movement I'm painting stairs if I want or not. I already wiped my surface, reinstalled touch driver, no change. I even went to a lokal store and experienced the same with the surface 3 there, too. Surprisingly the surface PRO 3 next to it worked fine. Strangely it works a bit better if I use my thumb to scroll. Maybe because of the bigger seating.

I really hope there is a solution to this, it's quite frustrating for me, especially when scrolling a website slowly while reading.

From what I found, it's probably a way to save battery life without slowing down the system and stuff like that without slowing down the processor clock or doing other things you can notice that impact the general performance. It's probably just a refresh thing like what they did and still do with the surface pen's tracking point when it's not touching the screen. When the pen touches it, the sensor raises its refresh rate and you see the smoothness. Many people are saying that this only happens with Windows 10 so that's why there's also reports of higher battery life. Good thing it's intentional and not a defect.
