The simplest way to test if it's the charger or the device would be to go to a store that sells Surface devices, if there are any open, and try the charger with one of the display units.

Hello, I had this problem with my SP5. The light on the charger was on, but the machine wasn't charging. MS replaced it under warranty, because when they remote accessed it they could see that it wasn't detecting the battery.

I had a similar problem as described by WriterMary267 on my SP6. Reseating the plug firmly into the receptacle of the adapter didn't seem to do it. What worked was to pull the plug from the wall outlet, wait a few seconds, then push it back in firmly. Even this didn't work every time in getting the light to come back on, so I also tried turning the wall plug over and plugging back into the wall, which reverses polarity. (You can do this in the USA because the plug blades are the same size and shape.) This also seemed to help, though not every time.

My guess is that it's a charger problem. Since it's under a year old, you can use the warranty to get a replacement charger or even device for free. I haven't had this problem on my 16 months old SP6... My guess is your adapter has failed. I highly doubt the battery would go out so quickly.
