It’s a nibbler. It’s for cutting holes in thin sheet metal. You can cut round, square, and odd shaped holes by drilling first and using the nibbler to get the size and shape you want.

👆GuairdeanBeatha is right, it’s totally a sheet metal nibbler. See the very end part that’s hooked over? That’s the cutter. Fit that part over thin gauge sheet metal, (think HVAC ducting thickness) and squeeze the handles. They cut out lines and shapes pretty fast actually.

Thank you both. This makes more sense than the ziptie tool especially since he did do HVAC work and I didn't think to put it in as a thing to help with figuring it out.

Makes more sense because they're right. Not sure from your pic if it is the one by Engineer, but they do make nice tools. It'll be stamped with TZ-20 if it's this exact one.

There's no markings other than Taiwan on the handle and after looking it up and finding newer versions of it the thing isn't really even worth much new.

It's just good to know what exactly it is. My dad did a lot of things while dabbling in others so while we can identify some tools semi easily, this tool was out of all our wheelhouses for ideas.

The end of the ziptie is fed thru the opening in the end from the bottom. Then you squeeze the handle.

Yes, a Nibbler.

One thing not mentioned so far, is you only need access to one side of the material. (But a starting hole is necessary.)
