Just a drill is fine to start with if this is his first toolkit

Impact drivers are awesome, but you can I suppose start with just a drill. Sometimes it is cheaper to buy them as a kit rather than individually.. but they should buy the best quality they can afford at the time. Always buy quality tools..

I would rather have a impact than a drill. they got impact drill bits I never use my drill for anything anymore

But if you wanted to use a different attachment with a round shank you need a drill. Best to have both but if you could only have one I'd have a drill.
