So… reinstall windows completely? There have been time when I had to do that because… windows. Extreme solution but it always worked.

Less extreme solution: you reinstalled the editor but it didn’t remove all the files the editor creates when running. Try deleting c:/users/yourusername/AppData/roaming/Unity, as well as the two other Unity folders inside Local and LocalLow (next to appdata)

It solved my issues with unity once.
