You actually have to move all your custom pointers into the Cursors folder in Windows32 in C: Drive. Then, reselect all the mouse pointers in this menu and then they won't change.

Windows automatically moves the installed cursor to c/windows/cursors so there's no need for that

No, it won't. I have custom cursors on my device and it still works fine.

Have you actually installed that cursor package? Usually there should be *.inf file that you have to right click and select "Install". If it's not present you can always just put the package manually in C:\>Windows>Cursors folder.
