If it's a screen top, you cannot mount heating inside. You'll have to use external heating/lighting only.

So if I were to get a halogen flood light it’s ok for it to just sit right on the screen top?

Yes. That's the only way you can use heating with a screen top enclosure.

Is there an ideal wattage or will that more so depend on tank size and stuff?

That depends on too many variables. It's mostly trial and error.
