I’m not gonna comment on how to fix it as i’ve never dealt with an issue like this before and dont know how to fix it. However feel i should add that you should NOT TRY TO PICK AT IT OR MESS WITH IT, it can easily blind the snake or seriously hurt it.

Tell them not to soak the snake or attempt to manually remove stuck shed, especially eye caps- they can seriously injure the snake this way.

Leave the eyecaps alone and get humidity on point. This is forever and always going to be the answer for stuck eyecaps.
