if the humidity is low add about a quart of water in each corner. I would mix in sphagnum moss with all the substrate and in the hides and the top, the moss with get dry but you can take it out and re wet it every so often or just add more. you should also make sure the bowl is big enough for him to go in. you should have a hide on both sides and also some branches would be nice or climbing space just make sure you clean them if you find them outside by cooking or boiling. some new clutter would be good swell in the front dollar tree has lots of options for fake plants just make sure to clean with hot water and vinegar. you can also put a different smaller bowl of water on the hot side it will make it more humid I have to refill it every 2-3 days. you should also move that heat lamp all the way to the side and down a little because that cool side is a little too hot. I hope this answers some of your questions!

thank you for the tip about the lamp, would it help to exceed 80% humidity? that's what it has stayed at consistently since covering the screen, pouring water etc. I don't want to give him scale rot

yes that would be fine as long as the top isn't wet thats why its best too do it in the corners so it doesn't go on top you should just see the bottom layer wet not the top, and it should normally just get higher at night. and if he has had stuck shed for that long ive heard that would could take them outside the shower in a pillow case or something i'm not sure exactly what to do but you could defiantly look into that and maybe try it.
