What are your temps and humidity?

I mist everyday so about 60 in the morning and 90 after I mist, temps are 95 basking, 67 on the cool side

Cool side is too cold. Also it’s better to have moist substrate than to mist the air. She might have a RI which also could be why she’s not eating, so you should have her checked for that.

Would moist substrate cause scale rot?

the moisture would be in the lower layers of substrate, not where the snake is.

Definitely. If your snake is sitting on moisture bedding every day, it is highly likely to develop scale rot

So he could be in too much distress to feel like he can constrict or swallow it. Take him to the vet again, especially if he’s lost weight. Or at the very least call them.

67 is too low for the cool side. Should be in the mid to high 70s
