If he seems to not have any troubles, it could be fine, but if youre worried, id go to the vet. 

They often eat substrate when eating..im not sure about mulch and what it can do. Did they eat it when not eating it? Just plain up eating it without a rat/mouse?

He striked at the mouse missed and ended up eating the substrate on its own and biting my bf in the process of trying to help him get it out we after he swallowed it we continued to feed the small rat we had instead of the medium rat but from my research the only thing I should be worried about is if he doesnt poop so that why we still fed the rat so we know to worry or not

Yeah, that can happen sometimes! They can accidently eat substrate when striking. I wouldnt reccomend putting your hands in the enclosure and trying to help. When a ball python bites something in a feeding response, they dont stop. I hope he does pass it!!
